What the system does not claim to do. This page exists to remove ambiguity, not to add positioning.
Boundary rule: if a capability is not explicitly in scope here or in the canonical technical pages, do not infer it from tone.
Non-Goals and Actual Scope

| Not automatic legal compliance | The platform can support traceability, replay, and control mapping. Legal interpretation and compliance ownership remain external. |
| Not a fraud, AML, or KYC replacement | OmegaOS operates as a governance and proof layer around existing decision systems and upstream evidence sources. |
| Not an autonomous action executor | The runtime returns a recorded decision outcome. Enforcement belongs to the calling system and operator workflow. |
| Not a managed SaaS control plane | The public deployment model is operator-controlled, on-prem, and bounded by local infrastructure and policy. |
| Not a black-box explanation engine | Public explanations are deterministic and evidence-bound. They are not LLM summaries. |
Operator Responsibilities That Remain External
- Evidence collection and evidence quality.
- Policy authoring, approval, and change governance.
- Human review staffing, escalation deadlines, and authority workflow.
- Legal interpretation of framework obligations.
- Retention policy, tenancy policy, and production hardening decisions.
